Congress has violated their social contract with the people. Despite decades of calls for Congressional accountability, balanced budgets, ending of pork barrel spending, presidential line item veto, overhaul of the tax code and IRS, the people's will has been ignored by Congress.

If political legitimacy derived from the will of the people is to be restored, the people must be the force for change and this change will come through the states.

Because Congress has a history of self dealing to perpetuate their status quo over the people they supposedly serve, the Bill of Federalism supported by Distressed Patriots will not be taken to Congress for ratification. Instead, you the people will help bring this Bill to your state legislators requesting your state support it via the prescribed US Constitutional amendment process that is given to the states for ratification.

The state ratification process requires a Constitutional Convention be called by two-thirds of the state legislatures (34 states) and for that Convention to propose one or more amendments. The Bill of Federalism consists of 10 separate amendments. The amendments are then sent to the states to be approved by three-fourths of the legislatures or conventions.

While this method has never been used, Distressed Patriots for America believes the time is ripe for state ratification of such Constitutional amendments. Since the current Administration has come to power, more than 30 state legislatures have taken up the issue of affirming state sovereignty guaranteed under the Tenth Amendment to the US Constitution. States are demanding the federal government halt its practice of assuming powers and of imposing mandates upon the states for purposes not enumerated by the Constitution of the United States.

It is time for the people, through their own state legislatures, to force Congress to eliminate their segregation from the people by ratifying the amendments comprising the Bill of Federalism. It is time for the states to listen to their citizens and serve their interest.
